句子时态的理解

请问老师，这个句子只不过普通的描述，为何前后两次都用进行时is doing? ”她工作做的不好“ 和“她尽力了还能进行时吗。。。

另外这个ve got to 和have to是否一个意思啊？

目前进行时，表示一个人目前最近的表现，说话时未必在进行。前后两句都是一个使用方法。

口语中，have got to = have to （不能不；只好；只得）。

假如改用一般目前时，则表明她工作一贯不努力。进行时表示暂时行为。
